Billing Admin Role

Admins can now assign a Billing admin role to users who need to manage plan and payment details but shouldn't have access to the rest of the Admin Console. Billing admins log in directly to the Billing page and can complete all billing actions - including making plan changes and payment updates - without the risk of viewing or modifying other settings or data.
